feat(tools): add CodeSearchTool for file content search master

Implements Task 1 from Phase 5: Create CodeSearchTool that searches file contents with regex pattern matching, optional file glob filtering, directory scoping, and result capping. The tool skips binary files and respects the project root boundary.
