chore(web): verify scaffold builds successfully master

Run bun install creates node_modules/ and bun.lock. Run bun run build creates web/dist/ with index.html and JS bundle. Fix vite.config.ts to use named import for svelte plugin. Add web/.gitignore to exclude node_modules/ and dist/ from git. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
