feat(web): add graph reactive store master

- Create graphState with goalTree, selectedGoalId, tasks, decisions, etc. - Add goalNodes and tasksByStatus derived values - Implement loadGoals, selectGoal, loadGoalTree, loadTasks, etc. actions - Add WebSocket event handler for node_created, node_status_changed, edge_created - Full type safety via TypeScript
