fix(web): poll for project changes and fix dashboard reactivity loop master

Sidebar now polls projects every 10s so CLI-added projects appear in the UI. Dashboard reacts to projectsState.projects without calling loadProjects() itself, breaking the infinite re-render cycle that caused flickering between spinner and loaded state.
