ci: set ATCR_USER in the workflow, leaving one secret to add master

The handle is public — it is half the published image name — so it does not belong in settings alongside the token. Only ATCR_TOKEN stays a secret, and the preflight failure now names it directly. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
