chore: fold confidential-client OAuth into the 2.1.0 release master

2.1.0 was versioned but never published or tagged, so the confidential-client OAuth support (feat(oauth), bd768b9) belongs in 2.1.0 rather than a separate 2.2.0. Move its entry into core's 2.1.0 changelog and drop the standalone changeset, so there is no pending bump — 2.1.0 ships with it. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
