feat(safety): add protected labels and type:note marker master

- Add PROTECTED_LABELS constant (human, persona, skills, etc.) - Add input validation (path length, format, content length) - Update description schema to type:note|owner:{agent_id} - Delete/list/search now filter by type:note marker - Update Go CLI (push/pull/status) with new schema - Add Safety Features section to README BREAKING CHANGE: Notes now require type:note marker in description.
