Audited every non-IMPLEMENTED B1 spec against the 211-test suite. flow-substrate.md flips to IMPLEMENTED (criterion 6's wired consumer landed with reach.md: FlowGraph device graph + tap-registry ownership, both tested). messages.md's board row corrected READY -> IMPLEMENTED to match its page. compute/social/core/basement-map stay IN PROGRESS with named-test evidence and exact gaps replacing the stale 'B1 slice' notes; the two implemented-but-unpinned criteria become test-only ROADMAP #28. Docs only; no behavior change.
