Capture recording-review hotkeys: r sweeps, Shift-R toggles auto-review. master

Playtest friction from Cameron: reviewing recordings is the highest-frequency verb in a surveillance build and the menu path priced every press at three interactions (Enter, arrow down, execute). Decision: with a machine hovered / selected / under the keyboard cursor and the menu closed, r executes its pooled "look at recording" sweep and R (Shift-R) toggles the automatic-review policy. context-menu.md reopens READY with criteria R1-R4 and work order context-menu-review-keys (frontend, priority 27); intel.md cross-references the hotkey surface; decision volume and session log appended; generated indexes rebuilt. Capture only - no code changed. Defense: amends wiki/interface/context-menu.md (owner of the hover/selection hotkey clause, DECIDED 2026-07-09) with the 2026-07-11 recording-review hotkey decision, keeping human_menu/available_actions the single legality source and honoring actions-live-on-the-thing by scoping both keys to the standard target order. No crates/ change ships here; the reopened spec dispatches the implementation.
