Adopt the cursor's eight implications: no-disembodied-hands, spec/reach.md, Ears-before-Eyes master

Cameron affirmed the full implication set of the cursor decision. Constitution: new "No disembodied hands" section (every effect names its actuator and channel; the channel determines the signature's observer); Presence section extended (blueprint fog decided, the universal inspect card, senses as attack surface, strict fog as tone law); perception automation added to the automation clause; Act One ladder restaged with Ears as the first beat (Marcus's voice in the dark before you ever see a face) and the old "Reach" beat renamed "The dock". New spec/reach.md (READY): the device graph and segments with the switch as bridge point, reach-gated digital actions, and the sensor ownership contract — owners + subscribers, tap vs take — shared by the player's senses and the observers (the player is an observer the humans don't know about). cursor.md now depends on it; blueprint promoted from proposal to core criterion; basement-map owns the authored topology. ROADMAP items #14/#15 with a do-not-parallelize note (shared sensor model). Docs only — implementation dispatches via ROADMAP #15 then #14. Defense: constitution rule — the amendments are the decisions, code follows by dispatch. "No disembodied hands" is the self-similar-scale thesis applied to action (the same actuator/channel interface at every scale), and the reach/ownership contract is the aggregate-observer law honored on sensors: the player's senses are not a special case but the same subscription interface every Observer uses.
