Make the first hearing beat playable master

Defense: Implements wiki/world/story/opening.md's Ears beat and wiki/interface/continuous-witness.md by holding Bevy on real source-bound heard evidence and the ordinary camera action's exact cost and Network trace. The camera still opens only through its ordinary command, while terminal and agent behavior remain unchanged.
