Complete truncated markets.md; mark aggregate-observer IMPLEMENTED; harden gate master

- markets.md was pushed as a truncated fragment (my too-broad 'git add spec/' swept up an in-progress draft, ending mid-word). Reconstructed it into a coherent B3 spec (markets/fronts as schemes, Resource-source scale-up), flagged as supersedable, and added it to the B3 index. - aggregate-observer.md set to IMPLEMENTED: a parallel session shipped it (3ec6b98, WatchedInput::Filings); spec retained as the acceptance record with the one open audit item (toy second-level aggregate test). - check.sh now fails any spec lacking acceptance criteria — it would have caught the truncated markets fragment. Defense: player-contract honesty (a spec on main must be coherent, not a fragment) and the meta-spec's acceptance-criteria requirement; the gate change makes that requirement mechanically enforced.
