Stop REDIRECT inventing a ledger row without mail. master

A zero-amount "redirect scheduled" transfer broke the books/mail save invariant. Redirect now only schedules the siphon flow; settlements still author real financial-record mail. economy.md's save claim reads current. Defense: economy.md and messages.md bind every retained ledger transfer to one exact financial-record message. Inventing paperwork for money that never moved made the current save unloadable after REDIRECT.
