Fix skopeo push: use --insecure-policy master

The Nix environment ships no /etc/containers/policy.json, so skopeo aborted with "Error loading trust policy". --insecure-policy selects skopeo's built-in accept-anything policy (equivalent to the default policy.json on most distros).
