refactor: move listFiles into dev.atfs.repo, retiring the sync namespace master

dev.atfs.sync was opened for listFiles on the promise of future follow-facing neighbours that never arrived, and atfs's repo/sync boundary never matched atproto's anyway — dev.atfs.repo.getFile is aliased as com.atproto.sync.getBlob — so the split bought neither company nor familiarity. One namespace for the whole file surface is simpler to explain. A rename rather than an alias: the old path stops being served. The lexicons aren't published yet, so this is free on that side; it does break the v0.1.0 wire name, which today only the bench instance uses. The deliberate absence of a com.atproto.sync.listBlobs alias is unaffected and its rationale stays in internal/xrpc's package doc. Also corrects a pre-existing reference to dev.atfs.repo.pinFiles, an NSID that has never existed, in the same lexicon description.
