The poller records a run step exit 11 as needs-person, with the failing stage from the forge's result and the line naming submit.sh, and neither resends it nor counts it. submit.sh resends a needs-person record at its recorded base without raising resends or applying the three-resend refusal, and refuses one whose spec changed, naming --restart. records.py accepts the outcome.
