docs: public-mirror hygiene — no local paths or gitignored citations in tracked files master

A committed comment cited the gitignored LOOP_STATE.md, three Go comments and DEPLOY.md cited the Coves repo by the author's local ~/Code path, and DEPLOY §7 cited the gitignored tasks/ docs — none of which a public reader can resolve. Reworded to self-contained or public-repo references; behavior untouched. Also switches the repo-local git identity to the GitHub noreply address, the convention the rest of the public history uses.
