wip(task15): cycles F-I — delivery workers, retry taxonomy, causal gating, inbox discovery, kill switches master

Worker owns retry (SendActivityAs is single-shot returning HTTPError{StatusCode,Body}); duplicate-activity→delivered, consent recheck exempts Delete/Undo (retraction asymmetry), vote callbacks clear/flip outbound_votes. Causal gate is a post-claim check (bridge-origin parents gate on accepted_at; fediverse always eligible); inbox re-resolves once on 401/404/410; kill switches park (never poison).
