test(17c-3): pin SEC-1's binding on the ban path, rename the mis-attributed control master

The direct-Block control survived the claimed-actor bite because a direct delivery is refused on the announced-only rule one gate earlier — defence in depth, but not the coverage its name advertised. It now says so, and an ANNOUNCED Block laundered through a moderator's Person key pins the binding itself: under the bite it fails on both axes, the ban recorded and the author's pending deliveries cancelled.
