fix(dev): declare the jetstream-data volume the dev compose referenced master

The jetstream service mounts jetstream-data:/data but the top-level volumes block never declared it, so any profile-combined invocation (make dev-down, dev-up with the jetstream profile) failed compose validation with "refers to undefined volume".
