BANS ARE NOW ENFORCED on the write path (new policy per PRD §4.1 rev 2.5-2.6), plus per-author/community rolling quota + fingerprint dedupe on a synchronous post_submissions ledger (migration 035, reserve-then- confirm). Design deltas: rev 2.5 (plan review killed the posts-table limiter — ingestion lag/authored timestamps/delete-to-evade) and rev 2.6 (fingerprint normalization, WithoutCancel release, fail-loud wiring, fail-closed ActorClass).
