test(ci): give ESLint-driven tests a CI-tolerant timeout master

The layering and no-console tests run ESLint programmatically; the first case in each file pays ESLint's cold-start cost, which exceeds vitest's 5s default on slow CI runners (both recent main pushes failed on it).
