Sync the /bin/zsh-start decision into constitution body and economy criterion master

The 2026-07-08 zero-slush change (5a16ad8) updated income.md, the act-one test, and the decisions log, but left two live references to the baseline: the constitution's B1 'Income v1' roadmap line and economy.md acceptance criterion 1. Both now state the /bin/zsh Pilot baseline. Dated log entries keep their historical wording. Docs only.
