Status IMPLEMENTED was false under meta status semantics; the work order now tracks the gap. Defense: wiki/process/meta.md Status semantics require IMPLEMENTED only when all criteria hold. wiki/mechanics/intel.md and machine-work.md bind processing to thought sinks (2026-07-10), but runtime still uses OpsJobKind::ReviewRecording Demand.
