Defense: DESIGN.md's core and rollback laws make survival planning a physical, costly part of instrumental convergence. Free fallback designation would make redundancy cheap and collapse the trade-off; this amendment makes backup creation an explicit research-backed sync project, while keeping blast hardening as an open link/switch proposal rather than smuggling it into backups.
