Lazily restore sessionMap from SQLite on authenticated API calls master

The in-memory sessionMap (IP -> credential) was lost on server restart, causing user=anon for all proxied requests until the user logged in again. Now authenticate() populates the sessionMap when it validates a Bearer token, so the proxy knows the user as soon as the portal page is loaded.
