[papyrus] Drop the obsolete $SHELL dev-instance pitfall master

silverwood now resolves the login shell from the passwd database rather than $SHELL, so a devshell that overwrites $SHELL no longer makes terminal panes spawn `bash -l`. Update the "Running a dev instance" note: either `nix shell` or `nix develop` is fine for pane correctness now.
