Make the new-waypoints banner responsive on mobile (#32) master

The banner was a single horizontal flex row (icons · text · Add · dismiss), which squeezed the summary text into a tall narrow sliver on phones. Move the inline styles to CSS classes and, at <=600px, wrap the action buttons onto their own full-width row so the text gets the full width. Desktop layout is unchanged.
