bags: single corner label (hud.label, drop dup in-piece title) + keep ^ literal in URL bar master

- bag.mjs sets the AC corner label via hud.label and no longer draws its own '^name' header (was doubling with AC's HUD label). - bios: decode %5E->^ when syncing regular-piece URLs so ^pads reads literally in the address bar (^ is legal in a URL path per WHATWG; only the omnibox encodes it on first navigation).
