fix: CONFIG_VERSION quoting in CL libquickjs.so build master

Shell was stripping escaped quotes, causing "too many decimal points" compile error. Use single-quoted -D flag instead. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
