fix: load libquickjs-shim.so via CFFI + handler-case on js-init master

The shim .so was never loaded — all qjs_* functions were undefined at runtime. Also wrap js-init in handler-case to fall back to native notepat on error instead of crashing. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
