fix: revert bootloader chain — always fall through to KERNEL.EFI master

The EFI_NOT_FOUND-only check broke ThinkPad boot. LOADER.EFI (systemd-boot) exists on ACBOOT but fails on non-Mac hardware with an error other than NOT_FOUND, so the fallback to KERNEL.EFI never fired.
