push: the diary's badge is a 192px cookie, not a 2048px one master

The notification icon pointed at the full 2048×2048 cookie — 1.6 MB fetched by every device to draw a badge a couple hundred pixels wide. cookie-192.png is the same crumb at 32 KB, on the CDN beside the original.
