oskiewar native: package 1.0.0.48, so the post-effects build installs over 1.0.0.47 master

Two AppVeyor builds shipped as 1.0.0.47; the Device Portal keeps the package it has when the version matches, so the tilt-shift binary never replaced the scene-primitives one.
