TV sync instrumentation: test card + end-to-end probe master

sync-test.html beeps and flashes on the even-UTC-second grid (double flash on :00/:30); sync-probe.sh airs it through the real station pipeline, records the actual YouTube HLS with yt-dlp, and reads back the AV offset (silencedetect vs blackdetect, median-paired) and the glass-to-glass delay (double-flash wallclock, unambiguous mod 30s).
