oskiewar: park presence at twenty a second, peers glide instead of step master

A friend in the park moved in four steps a second: the game published its session frame every 250 ms, the relay answered a peer no faster than every 100 ms, and the peer was drawn 120 ms behind — less than one sample gap, so between samples it froze and then jumped. Now the pool publishes every 50 ms, the relay answers every 40 ms and carries each fighter's velocity, and a peer is drawn one and a half measured sample gaps behind (60–400 ms, from the gaps that really arrive), gliding between samples and, when the newest is older than that, carried on at its own speed for up to a quarter second rather than held.
