ac-os: check build/firmware/ before host firmware dir master

Skip copying firmware blobs that are already staged in the build directory from a previous run or manual download. Fixes builds in containers where /usr/lib/firmware lacks i915 DMC files. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
