crm: IIIF rights must use http:// scheme (spec compliance) master

The IIIF Presentation 3.0 validator requires the rights URI to match http://creativecommons.org/licenses/.* — our Linked Art registry uses https, fine there but rejected by IIIF. Normalize CC + rightsstatements URIs to http:// in the IIIF builder only.
