slab menubar: aim the real Accessibility Zoom instead of rendering our own master

The userspace lens was janky, and not fixably so. A magnifier we render has to re-composite the screen every frame (capture → GPU → transform) and hand-draw the cursor from mouse events; both sit on latency the real zoom doesn't have, because CloseView lives in the window server where the cursor is composited natively and there's no capture round-trip. No amount of polish gets under that floor. So don't rebuild it — aim it. Two things had to be established by experiment: • Synthetic ⌃+scroll (the gesture a human uses) does NOT reach CloseView — it listens below the level CGEvent.post injects at. Its keyboard shortcut ⌥⌘8 does, because that runs through the ordinary system hotkey path. So the toggle is a synthesized ⌥⌘8, which needs closeViewHotkeysEnabled — off by default, so we enable it once and poke universalaccessd, which caches the pref and won't notice a write on its own. • UAZoomChangeFocus is the public API for pointing the zoom at a rect. It pans the viewport but cannot set magnification, so the framing is ours (centred on the window under the pointer) and the factor stays whatever the user set in System Settings — theirs to choose, not ours to override. UAZoomEnabled() turns out to mean "currently zoomed", not "feature available" (watched it flip false→true→false across a toggle), so it serves as our state and the lens stays in sync even when zoomed by hand. Deletes the ScreenCaptureKit stream, the consuming pointer tap, the cursor hiding and the hand-drawn cursor: ~330 lines down to ~90.
