slab/menuband: right-⌘ toggle now requires a double-tap (~300 ms) master

Single right-⌘ is too easy to fire by accident and burns the key as a plain modifier system-wide. Double-tap is a deliberate gesture and leaves single ⌘ free for normal Mac chording.
