oskiewar v145: the console's pads count as local controllers, and a fight keeps its frame rate on the HUD master

The web shell marks a pad localController when a physical gamepad is behind it; the native pad object never carried the field, so localControllerPair() stayed false on the Xbox with three controllers plugged in and the dummy's chair never went to player two — @jeffrey: "it only sees one controller hmm". samplePad() marks a connected native pad with a hardware name as local before the join logic reads it. With the overlay off the console now draws one bare "N fps @ M Hz" word above the first fighter's nameplate through a fight — "when game is playing lets still show fps in hud". The gate lives in bareFrameRateShown() so the read-out itself still never asks which screen it is on. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
