native: CULTUREHUB LA is the preferred auto-connect network master

Auto-connect picked the strongest known network. A preferred list now gets first try when in range and credentialed; signal order remains the fallback (and skips the preferred SSID it just failed on). Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
