pads: ship the cancelok queue — drolo, welto, kexo, korvo, dravo, glavo, vexen, orbo master

Eight certified pads had been sitting in the local queue since July 14, made and gated by the cancelok loop but never put in front of anyone. A pad nobody can reach is a file, not a candidate, so they go in the bag. The loop itself is now stopped on this machine. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
