The spy assignment Hack Network 19 is used to cost a planet happiness, and if succesful results in an insulting message about the empire being posted on Network 19.

The happiness lost due to this missions seems to start at about -5k, but increases with the level of the spy to possibly as much as -25k.

This mission seems to be more focused on insulting the defending empire than causing any significant damage. This fact is also further shown since this assignment has one of the shortest recovery times of approximately 2 hours.
