Add empire verification and increased RPC limit for verified empires

Add cleanup - deleting expired auths, emails for soon-to-expire auths.

Command line shortcuts: perl -ML to load everything, including new packages LD to access the Lacuna::DB objects, and LR to access Lacuna::RPC objects.

Add in the inbox handling.
