Subject: [PATCH] fix(build): give platform base wheels helper headroom in size
 gate

MAX_BASE_WHEEL_BYTES was tuned on the pure-Python any wheel; the macOS base
wheel legitimately bundles the notarized parakeet helper and sits at 5.0 MB,
so the 4 MiB cap red the first release through the gate. Platform-tagged base
wheels now get a 6 MiB cap; the tests-path member check still guards test
creep by name on every wheel.
