No version change; 0.6.4 stays the release. Owner-visible surface is the link-tunnel partial-write fix + the --direct flag; the push/APNs/SPL-handoff work that landed since the 0.6.4 commit is internal/covenant-gated and not advertised in owner-facing notes.
