Subject: [PATCH] chore(platform/tangled/publish): Relock every project on
 nix-project

The module's option namespace moved from standalone to project, so a flake
locked on the old revision fails with "The option \`project' does not exist"
the moment it is evaluated. nix-project is published first and the
thirty-seven consumers follow it here.
