Subject: [PATCH] workflows: scale fly VM down to shared-cpu-2x (#2976)

CPU on the ams machine dropped from ~0.25 to ~0.05 cores after v444;
the 14-day per-minute peak was 0.46 cores on a 4-vCPU machine. Memory
stays at 1024 MB (peaks ~540 MB).
