Subject: [PATCH] Fix Cachix pull on multi-user Determinate Nix. (#37)

Non-trusted users were ignoring codegod100.cachix.org and rebuilding
rust-default from source. Bootstrap now writes trusted-substituters into
nix.custom.conf, and flake nixConfig no longer sets the restricted
trusted-public-keys setting.
